Overseas Investors and New Arrivals
If you are not a permanent resident of Australia, and want to build a home here, you must get prior approval from the Australian Government. You do not need prior approval if you are an Australian Citizen with a foreign spouse and want to buy or build residential properties as joint tenants, or you are an Australian Citizen resident abroad, or if you are a foreign national who holds a permanent resident visa, or a "special category visa" for example, a New Zealand citizen.
Foreign investors can normally get approval to buy vacant land, existing residences for redevelopment (as long as they will increase the supply of housing), and house/land packages. These can be bought before construction, during construction or when the dwelling is newly constructed as long as the dwelling has never been occupied or sold.
For overseas investors and new arrivals, established properties may not be purchased as investment properties and cannot be rented, whereas, new dwellings and dwellings built on vacant land can be rented.
